connecting to ocsng database

I have installed OCS inventory management s/w and its working fine. Today I installed the GLPI project . I installed it successfully. But I am unable to connect the OCSNG database . I am getting the message

Connection to the OCSNG database failed

when I am trying to connect to connect the ocs  server under OCSNG mode.

I was following the following guide to do the setup:

Neither using synchro user nor using root nor using the ocs user, I am able to connect.

I'm encountering the same problem.  Mine is installed at a Win 7 Xamp platform
