Can't add users

Just updated to version .80. I can't get the user's list to display therefor cannot add users. When I click add user, it halts and I have to stop and start xampp to get the server to respond again.

memory_limit is set to 512

I UPDATED TO VER .8 FROM THE LATEST VER OF .78. WHEN RUNNING .78 I NEVER EXPERIENCED THIS ISSUE.

I WENT INTO DEBUG MODE. WHEN I WENT TO ADMINISTRATION --> USERS --> IT TOOK ABOUT 45 MINUTES FOR THE DEBUG INFORMATION TO DISPLAY AT THE BOTTOM OF THE PAGE. I DIDN'T SEE ANY ERRORS COME UP, BUT DID SEE SOMETHING IN THE LOG THAT STOOD OUT.
