Planning Options Greyed Out

I help to manage an enterprise environment of roughly 300 machines.  We are using OCS-NG for asset tracking and we link it to GLPI for our ticket system.  All of this is running on a Windows 2003 server and Apache/MySQL/PHP.

In GLPI, some of the Planning functions appear to be broken.  The calendar is empty and the grey plus sign in the toolbar is greyed out.  I can add schedule items via the Task menu on a ticket, but nothing can be done from within the Planning page itself.

Is the plus sign supposed to be greyed out, or is our GLPI installation not set up properly?
