Ticket Follow up for multiple technicians

Can a follow up be created with multiple technicians attached to it?

Example:
- Bob, Bill, and Ben work in an issue.
- Bob is the crew chief. Bob enters a single follow-up, identifying himself, Bill, and Ben as working at it for an hour.
- The total man-hours get calculated as 3.
- All of them get credit for one hour of work.

- or -

Can an admin, enter a follow up (or just work time) for somebody other than himself?

Example:
- Bob is the crew chief, working with Bill and Ben on an issue for an hour.
- Bob inputs the follow up.
- Bob then inputs one hour each for Bill and Ben.
