Problem downloading a file with spanish punctuation characters

Hello All, 

  First, Thanks for this great application. I'm using 0.72.3.

  I've got a problem when trying to download a ticket's file previously uploaded, when the file name containts Spanish punctuation characters (acccents).

  If I upload a file with only ANSI characters, I've got no problem when downloading it.

   I think it maybe something related to PHP's configuration or even with Apache's configuration, but I haven't found anything in Google about it.
