Its need be in engine (core) !
Otherwise, the information will become uncontrollable.
For example:
- somebody add new Printer with only Name field: no Model, Manufacturer, Serial Number etc.
- Nobody can see in Historical who add this Printer - WHY ..??
- GLPI-Administrator discover the Logs and search in many records who added this item by ID (name not unique)
- GLPI-Administrator tell this person name to Entity Helpdesk Head
- Entity Helpdesk Head call/email person who dont assign required field
Why such complexity?

Currently this is not a capability of core. You could write your own module or pay someone to do this. I would suggest you remove the ability of anyone but a few well trained people to enter new devices. Tell everyone the new process is to email this group of people with the information of the device that needs to be added. This teams job is to track down the missing information and preserve the good data in GLPI.
