plugin resources

Hello, is there possibility to set rights that user can create resource , request a need , but have no right to delete after closing installation request ?

Sorry for not precise question.
Plugin: Resources Management version. last stable

My need:
I want to use this plug as new account request, modification of authorization rights, password reset  for employee in my company, new or existing.
For that purpose I have changed the field descriptions (easies way for me, as I'm not developer). And plugin frontend looks how i want.

Assumption:

post-only profile : (helpdesk )

CAN
- access plugin
- create new request (define if it's new account, authorization modification or password reset)
- attach need resources (computer, monitor etc) only when it's new account request.
- see submited requests

CAN NOT:
- Delete request after it is finished and accepted
- Modify request after it is finished and accepted
- Add or remove additional resources after request is finished and accepted

Manager profile: (helpdesk)
- can accept or reject request

Other functions i.e. mailing is ok.

Actually above are my needs but since plugin have not such functions, I need to block ablility to delete, modify the request after it is finished, but allow to submit new, so read / write rights are not enough.
I have watched orders plugin and maybe same mechanics can be applied to this plugin ?

For rights :

If the profile in the plugin have :

resources : write
task : none
see all resources : none

This profile can only create new resource with needs attaching and modify it  but he cannot delete him..

For block modification you must modify the code...
