New plugin for 0.68.x (UpdateIP)

Hi all!

I have developed a plugin to keep automatically updated the IP of computers. It works if where you have installed GLPI, you can query to your DNS and it has access to all your computers.

It can be executed from GLPI (plugin interface) or directly from a console(Im using a crontab for it) and it show you a report and send it by mail just to follow all changes.

For the time being, I dont have it uploaded to anywhare so, if anyone is interested on it, let me know your mail or even better... if JMD or any other developer want to have a look to it and eventually, upload it to GLPI webpage, I will be pleased
