Set Time Jakarta with glpi 0.84.7

I had a problem with timezone settings in GLPI 0.84.7. when i had input ticket, a ticket is not the same as the current time . althought I've changed the php.ini file with

date.timezone = Asia / Jakarta
and I had to restart apache.

but no change.
so what
anyone can help me
