Limiting amount of tickets

I would like to know if we can limit the amount of tickets by user.

E.g.
An user opened 3 tickets. He can't open some more ticket until him tickets be closed. To open more tickets, him tickets need to be solved and closed.

If there is any plugin or other way to solve my problem, please help me.
