Problem with russian encoding

Hi, guys!

I have problem with russian encoding in GLPI when creating an article in knowbase. Russian word when viewing HTML-code is displayed as a set of codes (eg "ТЕСТ") I understand that there is some problem with the encoding (perhaps in the database) but it is not clear where.
Also letter of notification to the Russian in IE displayed in wrong encoding.

Есть проблемы с кодировкой. Например, при создании статьи в базе знаний слово при просмотре в виде HTML отображается как набор кодов (например "ТЕСТ"). Как я понимаю есть какие-то проблемы с кодировкой (возможно в БД) но не очень понимаю где именн.
Так же письма с уведомлениями в IE при просмотре через веб-интерфейс почтовой программы отображаются в неверной кодировке.

I have the some problem. Some fields (for example, 'solution' in table 'glpi_tickets') are saving in html-coded form (e.g. Т) instead of plain UTF-8. It is readable in a browser, but not readable when making export into csv or pdf.

The error wasn't presents in GLPI 0.7x but presents in 0.83.
