Hi,
Before I try the behaviours plugin I thought I'd try upgrading to 0.83.31 on a test server.
I've downloaded the tarball, extracted, chown'd -R to apache and copied into the glpi folder.
The updater came up as expected browsing. Everything is green except for:
SELinux boolean configuration for httpd_can_network_connect --> off
SELinux boolean configuration for httpd_can_network_connect_db --> off
But SElinux is Permissive
The bottom says:
The version of the database is not compatible with the version of the installed files. An update is necessary.
But when I click 'try again', it just redisplays the same page.
Have tried in both FF 13 and IE9
_logs doesn't seem to show anything. php-errors.log just has a constant 'Test' word in each line.

SElinux check is only an information.
You don't have the "update" button (after the "retry) ?
