Working with taskss - is this possible?

Hi,

when I create a Ticket with some actors, is it possible to create an task to the ticket and set a other Person as responsible to the Task even when the person isn't an actor of the Ticket?

I only want a group of person to see theire tasklist and working on it without working of the Ticket.
