is it possibe to change the content of GLPI homepage for users with simplified interface?

No. It cannot be customized.

Can anyone recommend a plugin for *GLPI 10* to create a customized dashboard?
I need the "regular" user to see all other tickets by entities in addition to his own tickets.

I tried "My Dashboard" plugin, but i see only "Warning! No widgets founded, please add widgets".
I did not find any description of how to proceed. I came to the opinion that it is paid.
