Update Multiple Users Settings

Is there any way to update multiple users' settings at once?

I'm looking for a way to change a set of users' Timezone and a few other Preferences or Settings.

I understand where the "Default Settings" are located. But to my understanding, those are only for new users. I'm looking to forcibly change a large qty of current users' settings.

Ah, I didn't give it a chance to take effect by logging out of and back into my test user when I was testing. Thank you.

To get a bit granular, is there a way to make a change to one of these settings for only a "Select Group" of users?

I have a set of users in a different time zone and I'd like to adjust their setting. It's by no mean's all, but right about half my user base.
