Checklists inside tickets

Is there a way to insert pre-made checklists into tickets? I'm aware of task templates, but they include the entire list as a single item, and I would prefer not to have to make a new task template for every single checklist item that needs to go out, such as monthly patch Tuesday tickets. I am open to plugins as well, but I haven't found any.
