Problems Template - Predefined Status doesn't work

Hi,

I created a template for Problem section and I added there a predefined statement as Status : Under Observation,
however when I add new problem this doesn't apply,
when I change description and add predefined it works
when I change priority from high to low it also works and when I add new problem I see it choses priority as predefined directly.
Can it be a bug ?
