attach multi file with the same content to ticket

I found sth weird. when i attach some files with the same content to one ticket, after the ticked is created, there is only one file that is successfully attached.
even when the file names are different, the same thing happens. the last file's name will appear in the ticket.
This becomes a serious problem when i create ticket by formcreator, when a form includes several attachment files, and the creator use the same file to cover several upload inputs, finally only the last file will be attached.
is this a problem or by design?

Files are stored based on the hash of their content. It isn't possible to have multiple uploads with the same file, even if the name changes.
