Create a new user directly from Ticket

Hi,
Sometimes we receive tickets from new users, so we just get the e-mail address. I'd like to easily create a new user from that e-mail address. Is it possible? By plugin or other ways? Or do I need to go through the entire process of user creation?

Does the user have an account in LDAP/Active Directory or some other centralized authentication?

No, this is mostly for managing external users (we're a small MSP). So say, one of our clients has a new user, said user sends us a mail.
We have a rule that assigns the user to the proper Entity thanks to the domain name of the e-mail address, but we'd like to be quickly able to create the user (add their name, phone etc) directly from the Ticket.
For now we just have a Requester in the form of an e-mail address.
