Hello!
I created sub-entity B under the Root entity A.
And I need to make all A entity users available for tickets in B entity, but it doesn't work.
Can anyone advise how I can configure it

The profiles assigned to your users should be done with the recursive option set to yes, or have separate profile assignments for your child entity.
If you just created the child entity, you may need to log out and back in to be able to manage the entity.

Do you know how I can assign recursive profile to all existing users? Maybe I can do it using some rules or only by manual update?

You cannot do that directly.
You can make sure your Authorization Assignment rules are assigning profiles recursively. Then when users log in again, they should have the old dynamically assigned profiles removed and the new ones assigned.
For anything assigned manually, you would have to manually remove them and add the correct ones.
