I have recently upgraded from 9.5 to 10.0.6 and seem to be having issues with CSS.
It appears as though 10.0.6 is looking for a file named UAlberta.scss instead of UAlberta.css.
Where is this defined?

It looks like you manually added a CSS file somewhere. Can you give more details about this custom change?
It isn't technically supported to have custom palettes in the css/palettes folder, but it does work. In GLPI 10, all of the palettes are SCSS files. Since SCSS is a superset of CSS, the fix could be as simple as changing the file extension.
Also, be aware that we will be rolling out improved custom theme/palette support in GLPI 10.1.0. In that version, custom themes/palettes should be located in a new "_themes" subfolder of "files".
