Ticket editable while on 'Solved' status.

On our organization tickets get put on 'Solved' status by technicians. Then the helpdesk gets to do a sanity check before the ticket get changed to 'Closed'.

The thing is; when a ticket is 'Solved', it cannot be edited unless it is reopen. I would like for the helpdesk to be able to edit the ticket (add follow ups, etc) while the ticket is 'solved', an then for the ticket to remain uneditable once it is actually 'Closed'.

Is it possible?

When an action in made on a solved ticket, you don't know the function of the person who do this action (like an email)
So, the first action made on a solved ticket reopen it because normally in solved ticket you must only do 2 actions : refuse or approve the solution.
