Update from glpi 9.5+3.0 to 10.0.6 stops in rules initialization

Hi.

I would like to upgrade my glpi 9.5+3.0 to 10.0.6 that I'm running on Debian Bullseye, PHP 7.4.33, mysql 15.1 Distrib. 10.5.18-MariaDB.
* I extracted the tgz in an empy folder
* I replaced files, config, plugins, marketplace folders from my backup
* I performed a check and I left two optional issue: the position of files and config folder and something concerting mysql time fuses.
* I run php bin/console db:update that hangs on rules initialization. I wait about 15 minutes, but nothing change.

Any suggestions?
