Se all Entities

Guys, I have 3 child entities and I have a user that can open a ticket in 3 but I have a user that can only in 2, so I released permission from entity to entity (not recursive). In the profile I select a default entity, but I would like it not to have a default and that it could open a ticket for everyone when logged in and not have to press CTRL + ALT + E and click on the eye to be able to view everyone in the ticket opening, someone know a solution?
