Attached documents do not open

Hello everyone. After upgrading to version 10.0.3, the documents attached to the notes do not open, a new page opens with the following contents:

It is probably from a plugin adding things to the output during their initialization (which happens for every request).
There was already code added to clear the output buffer before sending the file (if your PHP has "output_buffering" option enabled which it should be by default).
However, in some cases it may not have worked.
There are two patches that will add a different method in 10.0.4.

The main one:
