update actors in tickets

When I try to change the assigned user, the observer or requester does NOT change it.
When creating the new incidence, it is possible to put any actor but not when modifying it.
I have observed that if you leave the mouse over the actor that you are going to put as assignee, observer, etc, the name of the user appears and next to the user. When this happens, the ticket cannot be saved.

I am seeing the same behaviour in 10.0.1.
