After upgrade from 9.5 to 10.0.0 not created new entity

Hi.

After upgrade from 9.5.0 to 10.0.0 when trying to create a new entity, the data entry form does not appear.

if you make a clean installation of 10.0.0, then when you click on the [+] button, a form for creating a new entity appears.

Can't find where to attach the screenshot.
