Because installed OS is not listed under "software" but only as "operating system" on a computer entry, it is not possible to add a license to it as usual. I have to add the OS like "Microsoft Windows Server 2019 Standard" manually to the software assets to add a license for it. Do I miss something? Is that behaviour intended?

you forgot to tell which version of GLPI you're using. Can we assume you're using GLPI 10.0.1 ?

you're right, this is indeed the only way to do at that time. This is not really intended as this should evolve in the future.
You should probably open a feature request on glpi github project to have a following and keep the team triggered on that expecting.
