FPDF and accentuation in glpi

I use the PDF library to generate mine pdfs. but when using this library in glpi I got problems with accents. Can anyone explain to me why this happens?

I used uft_decode, htmlspecial and header("Content-Type: text/html; charset=ISO-8859-1") and it didn't work
