strange behavior in asigning observer group with rules

hello

i 'm trying to automaticly assign an observer group with rules when i change category. il works but every time i change a category , instead of asigning a new observer group it add the group with the existing one so a the end i have multiple oberver group
in the rule i 'm using asign and NOT add .
