approval request from one to another

I need set approval request  like this:
A(nomal user) can only send a approval request to B(team leader);
B(team leader) confirm then send a approval request to C(Maneger);

Now ,if I set B and C in profiles with "Validate a ticket", A can directly send a approval request to C;
if set C in  profiles  without "Validate a ticket" ,no one can send a approval request to C;

What can I do it? please help!.. GLPI version  0.80.7

To manage some tickets (new computer or network rights needed for example) on an internal app. (lotus domino database ), at first we need a "manager approbation", then a "technical approbation"... For this reason Glpi is not used to manage these requests.
I don't know if it's a complex development, but it could be a valuable functionality for glpi, and some people (two, at least ).
