How are Rules

Good morning,

I wounder how rules are processed?

I have three rules on Microsoft to assign categories.

They're in alphabetical order :

Microsoft Applications and OS          (for OSes, Office and stuff like that)
Microsoft Modules                          (for .NET, Runtime Environments and stuff like that)
Microsoft Updates                          (you know what)

When I work with the Action Types in Criteria Software I get wired results.
e.g. For some I get the category Microsoft Updates for some the category is blank and should be MS Updates.

Do the rules interfere with each user?
And is the order important?

Like contain and starting with.
