Problem with business rules！！

I am a newcomer of glpi , i got some questions below .

for example:

A belongs to entity1
B belongs to entity2

Can B send an approval request to A by email ?

====================

A belongs to entity1
B belongs to sub entity of entity1

Can B send an approval request to A by email ?

====================

A belongs to entity1
B belongs to entity2

Will  the system send an email notifi  to B if A submits a new ticket ?

The problem is not to belong or not to an entity but if you have or not rights on this entity
