Question about Rules and Dictionary in 0.80.2

Hello,

this goes more to the developers.

What is the thought behind separating Rules and Dictionary? As far as I figured it out is the same.
The reason I ask is the German local. The translation is very misleading. Lexia is not the right translation for it.
I'm knee deep in doing some translation and like to have some background on the issue before I translate it.

Dictionaries make only the format of data.
Rules make actions on objects.

Since I test in a offline VM I can't test the Dictionaries.
I've to admit I'm lost on this subjekt. Could you give me a short one how its used properly.

The example of wawa is to regroup the manufacturers.
By ex. you have Microsoft, Microsoft inc, Microsoft compagny... with a dictionnarie rules, you only have Microsoft (it's better for your dropdown)

To resume, dictionnaries clean datas collected by ocsinventory or fusioninventory
