I am using GLPI 0.80.1. I have a problem where a ticket created by a post-only user. The ticket is created, but not notification goes out to the requestor and technician, same happens when a user or technician adding a new followup.
Before update this function works fine.

I believe I am having the same issue. All of my notification rules are on the root entity with the child entities flag set to yes.
For us, a ticket comes in, business rules are applied and a technician is assigned. I get an email as administrator, but the tech does not. When you pull up the ticket it shows that for the tech and the requester follow ups are set to no.

For the issue of the technician not getting an email, take a look at this post. The patch fixed my issue.
