super-admin not allowed to manage entities

Hi!
In my fresh 0.78 install I created 3 entities and then added some users to one of the entities.
Somewhy now I can't see the entities and users asssigned to entity. Only main entity is available to me, and when I try to create new entity I get the notification that I do not have enough rights to create it. The profile of my user is super-admin with all the write access.

Help, please to solve this problem.

I am using 0.80 and have the same problem - there is meant to be a way in 0.80 to create a survey for helpdesk users but the info is to create it in entities but it tells me I cannot - again I am super-admin as well!
