Inform me about actions taken "is possible Remove" ?

i have one question about this system.

i have "kill" the option "Inform me about actions taken" is possible?

When requester is logging a ticket there are options:

Urgency : ....
Inform me about the action(s) taken :  Yes/No
Type : ....
Category (class) : ....
Title : ....

Is it possible to remove option "Inform me about the action(s) taken" so actions would be informed by default (Yes)
