Trouble with Plugin Bandwidthd

When i install the Plugin Bandwidthd it ask me for Configuration des url de Bandwidthd

I write the Adresse URL de Bandwidthd korrekt http://Servername/Bandwidthd

Now i go to the Plugin Bandwithd and i see nothing.....

What can i do?
The Link is correct i have test it.

Sorry the Error message is:

PHP ERROR: file_get_contents(http://Servername/Bandwidthd/): failed to open stream: Connection refused in /srv/www/htdocs/glpi/plugins/bandwidthd/index.php at line 119

I use GLPI 0.70.2 on Linux 10.3
