Associated documents

helloo

I just want to do this, a user can read the Associated documents in Tickets but can´t see Management>>Documents menu, if I block read Documents in profile the user get no permission to download the file. 

is it possible editing somithing in php? I was lokking front/document.send.php but I don´t understand php.

Read document correspond to the ability to download this also...
