Assign group managers

I have created different entities, and every entity has some groups. The groups are OUs in active directory which imported from my domain. I built rules of importing users, that makes every user be imported to different groups and entities. But I cannot assign any manager for the groups b/c the manager drop down menu is empty.

I.E. Entity E1 belongs to root entity; entity E1 has groups G1 & G2; G1 has users U1 & U2, G2 has users U3 & U4;
U1, U2, U3, U4 all belongs to entity E1 and they are all recursive users.
But when I assign managers of groups G1 & G2, I have no user in the manager dropdown.
I tried different combinations but the manager drop down still empty.

I think I still not fully understand the relations between entity & group & user; I read according posts but still have got no idea.
Could anyone gimme a clue here?
