Pluguin "Validation" not shown

Hello.

I have installed the "Validation" plugin and configured the privileges of each kind of user (all of them with write rights).

With a high privileges user I can see it in the upper menu, under Plugins.

With a low privileges user I can see it also in the upper menu, under Plugins.

But I don't know why when I edit an incidence with a low privileges user I can't see that plugin available for the incidence.

I've tried to raise the privileges but I don't find wich one is the one which allows to see and use the plugin.

Any advice?
