contract notification

i have a group of 2 persons where an email should be send to when a contract notification is required, my question is why one person receives all emails and the other receives only one?
both persons are super admin

version is 0.70.2
for notifcations , alarms on contracts there is only one group that has to be notified

is it possible that just the first user of a group receives the notification by email?
