New Installation "The action you have requested is not allowed"

hello guys, Im trying to install GLPI on new webhost that I rent 1and1.com

so I followed these steps:

- Downloaded GLPI Version 0.84.5.7z
- extract that 7z in my windows 7
- zip the glpi folder using winrar and .zip extension
- upload that .zip file to ftp on root /
- extract using a kind of "webzip" tool contained on web file manager of 1and1
- gave 777 permissions on /file and /config folder, files and subfolders
- created MySQL5 database
- checked php version, is 5.4
- went http://myhost/glpi
- choose english as install language
- then shows that message

"The action you have requested is not allowed. Reload previous page before doing action again."

I couldnt find version of php and linux used on these basic webhost plan that I rent, I opened a ticket to ast it and im waiting.

you guys have any clue?  thank you!

777 ? I think you are admin admin of security....
/files and /config must have Apache as owner

CentOS 6.5 - CentOS 7.x
PHP 5.6 - PHP 7.x - MySQL 5.6  - MariaDB 10.2 + APC + oOPcache
GLPI from 0.72 to dev version
