Hello!
I've 2 independent installation of GLPI 9.4.4, one was updated from older version, one is newly installed.
In both, i cannot add user to watchers, there's no "User" in dropdown, only "Group"
Is this normal behavior? How can i change it?

Does anybody seen the same behavior?

Do you have users with profile permissions to assign an observer ?
Do you using child entities?
Using recursively?

I'm trying to assign as glpi (Super-Admin)
Yes, I have child entities and yes, i use profiles recursively. Ticket category is from child entity. I can assign an Requster (User or Group), Maintainer (User or Supplier) and Watcher (group only)

set the observer users and groups to be able to assign on observer field.
Go to groups, verify te users contained in the groups, in the tab "group", define parameters for "Visible in a ticket" --> here you can set yes or no to
Requester
Watcher
Assigned To
Task
Can be notified
That's it
Tell me your result.

These settings already turned on. I can add group as Watcher.
I still can't add user as Watcher

An user are in a group.
That same user have some authorization in the user config?
if that user are assigned to a group, even with a profile associated but with NO authorization, this user will not appear in the list to select the user in the ticket.

I have the same behavior too. Some tickets were created without "watcher".
So, when I try to "Actions" -> "Action" -> "Add an actor" -> "Watcher" -> Select user -> "Add"
The screen seems to have saved the actions but nothing. No watcher added to the ticket.
