Hello, please explain. When I create New ticket email notification arrives to admin only (Administrator email in Email notifications), assignee receives none. Recipients in "New ticket" configured as: Requester, Technician in charge of the ticket and Watcher. When I add watcher, email arrives to admin email only, recipients in New user in observers configured: Watchers. How to fix issue?

Right now it seems to start working.
Is it possible for central admin email do not receive every single notification in system?

Yes. you can change the settings of notification.
