Hello,
there is any way to technician of Departament1 create tickets to another department2 (gGLPI Group) as a self-service in order to technician of Departament1 can not see private follows of Departament2 technician.
Both Departaments 1 and 2, are in the same entity because have to receive tichets from other Dapartaments, and we want to avoid to change between entities every time.

Right Create tickets is for all your entity. So you can create a ticket with Departments 1 or 2 as requester group

It is possible to hide Private Follows to another technician or another group? (in the same entity)
or
In a ticket is possible to hide private follows to another technician which is requester of this ticket and is not assigned as technician of this ticket? (in the same entity)
Any way to write private comments on a ticket?

No you can't hide a private followup based on actor assigned
