I installed the latest version of formcreator 2.6.3.
I created the form.
I added the validators in Observer profile and I selectioned they in "Need to be validate?"
When the self-service user fill in the form and choose a validator and glpi send mail to requester and validator.
Now, I would that when the validator accept the form, is sent the mail to another person.
The situation is this:
The supervisor ask to employee to fill in the form for employ new person.
The employee fill in the form with the validator his supervisor.
The supervisor check the form and accept the form.
The accepted form is sent to HR group and IT Group.
I tryied to create the "Destination" and insert HR Group and IT Group in "Assigned to", but not work.
What am I doing wrong?

I did this in my dev env and works normal.
1. User Billy filled the form. (manual)
2. Supervisor BigBoss accepted the form. (manual) <-- Sure you don't forget to accecpt the form ? Auch have decline option also.
3. Ticket is assigned to technician MuellerT. (auto)

Can I assigne the ticket to another person besides the technician?
And when the ticket is assigned, is sent a mail to technician? Because now everything stops at point 2, no email arrives to anyone

I found the problem. When the supervisor accept the form, the system return the error "Cannot generate targets" that seems related with a Category problem.
I saw that the system change the status from "waiting" to "accepted" but immediately after the system rechange the status in "waiting".
I had to choose the "Ticket category" in Destinations. Before there was "Category from template or none".
