Plugin behaviours allow clone no

I have the setting "allow clone" = "no" but my user can clone tickets. The clone closed tickets. They don't understand this feature so we want to disalble this feature. We want to use behaviours other feature. They are great!

If i try to change to yes and save it is again to no. I think there is a bug.

Debug mode:
