How to reproduce:
Enable autorefresh in your personal settings.
Open the "Tickets" view.
Select one or more tickets to act on
Click on "Actions"
Choose "Add follow up".
Write something and leave it there.
From another browser create a new ticket that the initial user will receive.
The "Actions" window will disapear and you'll loose what you write.

Now we are preparing our upgrade to 0.90.3 and it has exactly the same behavior.
