I do not reproduce (on a fresh and empty glpi setup). Maybe I misunderstand the issue. Can you tell steps to reproduce, and tell if you got ticket templates enabled on categories or entities ?
No support with MP - Always run an upgrade task on a testing instance before running it on production! Always backup before any upgrade task!

does supplier have rights on ticket entity ?
do you see supplier in dropdown ?
do you use plugins ( behaviors )?
can you assign ticket to several techs and groups ?

the problem was solved as follows:
enable "Administration > Profiles > Profile name > Assistance > Tickets: Update"

but after activating this setting, the technician can edit the assigned tickets and what is bad.
specialist can change the description of the tickets
